Background

Coronavirus disease (COVID-19), is an infectious disease caused by a newly discovered coronavirus (SARS-CoV-2), which has spread rapidly throughout the world. In March 2020, the World Health Organization (WHO) declared the COVID-19 outbreak a pandemic. The pandemic has severely ravaged health systems, and economic and social progress globally.
While countries, including India, have taken strong measures to contain the spread of COVID-19 through better diagnostics and treatment, vaccines will provide a lasting solution by enhancing immunity and containing the disease spread. In response to the pandemic, the vaccine development process has been fast-tracked. The Govt of India has prepared for vaccine introduction in the country and have successfully vaccinated more than 6.87 crore (6,87,89,138) in 11,37,456 sessions till 1 Apr 2021.

The COVID-19 Vaccine Intelligence Network (Co-WIN) system, a digital platform is being used to track the enlisted beneficiaries for COVID-19 vaccines on a real-time basis. A vaccination programme of this scale requires close monitoring and supportive supervision at all levels to identify bottlenecks and challenges faced at the ground level. Each step-in the vaccine introduction is being monitored. This includes:
• Tracking the progress of introduction activities – beneficiary registration training, vaccine logistics availability, and task forces. This is supported by partners through tracking mechanisms;
• Readiness assessment before vaccine introduction & scale up – field visits and desk review of data at national and state levels;
• Concurrent monitoring of vaccination activities – daily evening meetings, standardized monitoring tools, mobile-based apps, real-time data from the planning unit to the national level; and
• Knowledge management – the best practices and innovations at all levels would be shared to improve the implementation process

Availability of data with quality and converting it into meaningful information is critical for planning. It has been learnt that the data management is the critical bottleneck in the UIP as well as Covid vaccination drive. Intense efforts at the National level supplemented by field monitoring is needed to strengthen CoWIN, eVIN and other sources of data.
UNDP requires services of a technically competent professional to support planning to streamline data management, improve quality, capacity building of personnel handling data at all levels and provide analysis of data for structured review especially to support the state teams.

For the specific purpose above UNDP intends to recruit the Consultant- Monitoring & Evaluation (CowIN/eVIN) who will be based in New Delhi

Consultant- Monitoring & Evaluation (CowIN/eVIN) will work under the direct supervision of Senior National Programme Manager

Key Expectations

Major Duties and Responsibilities

Data Analysis:
• Analyze & Interpret data from eVIN – CoWIN, using statistical techniques and generate meaningful reports
• Develop and implement, data collection systems, data analytics and other strategies that supplement the ongoing programme
• Identify, analyze, and interpret trends or patterns in eVIN- CoWIN data sets for improvement within the field
• Filter and “clean” data by reviewing reports, printouts etc
• Consult with Health Officials/workers and policymakers to help develop better interventions and programs for health
• Develop graphical presentations of data that can be used to illustrate findings clearly

Project Monitoring:
Assist the Senior Project Officer/NPM/Country Office to:
• Monitor the implementation of the eVIN and CoWIN system and provide technical inputs to address gaps and bottlenecks;
• Technical support for triangulation of data, analysis of data from CoWIN software for processes & support state team on feedback sharing.
• Facilitate the monthly review of activities undertaken by UNDP POs/VCCMs
• Facilitate the review of the system and capacities relating to the delivery of eVIN & CoWIN;
• Document the routine progress and success;
• Document the implementation process and analytical learnings for effective feedback.
• Attend meetings related to the programme
• Any other data management and MIS state level support during Covid 19 vaccine roll out.
Report Writing:
• Prepares periodic status reports, annual reports, case studies, etc. in a qualitative and timely manner.

Perform any other tasks assigned from time to time by the Chief, Health and Governance.

Recruitment Qualifications
Education:
• Degree in Computer Application or Statistics or Information Technology is essential
• Additional degree in Public Health will be preferred.

Experience:
• Minimum Three years experience of handling complex data base / health related software/e-Governance is essential. Experience of training and operationalization of any health-related data base will be added advantage.
• In depth understanding of computer software, its applications, health database, data elements, reporting, analysis etc.
• Experience in managing information technology driven projects will be a plus
• Should have analytical, negotiating, communication and advocacy skills.
• Should have excellent computer knowledge in MS Office and other applications.
• Demonstrated experience in managing and scaling large scale projects preferably in health sector.
• Experience of working with the National/State Government or other international development organization will be an asset.
• Excellent knowledge of written and spoken English is required. A good working knowledge of local language of the duty station will be an asset.

• This position requires to travel within India
